It looks handpainted, and finely done. It's difficult to tell from the photo but it looks as though there's fine crazing of the glaze around the shoulder, which would be typical of Japanese Satsuma ware. The beading and gilding is also typical.
I can't read the mark but I'd estimate it to be late Victorian, early Edwardian - but they've been making traditional pieces like this for export to the West for the past 150 years, so it's difficult to be sure, but the quality of the decoration certainly points towards the earlier date.

As Naomim noticed, there is crazing on the band around the shoulder, but nowhere else.

There is also Kutani porcelain (amongst others, I shouldn't imply there are just a few types) which is characterised by a finely drawn orange brown outline for the figures, etc, but the vase doesn't appear to be this type.

...although, saying that, there is Old Kutani, which it might be.

I believe it's Satsuma (Japan), probably around turn of the century or a little later.
