Urban Landscape PRINT 1961 - Keith Scott? Where?

Had this a year or two - thought it was 'gritty'. Where is this ? Who is Keith Scott? The low edition makes me think this is not a pro?

:( at it's a run of 25 - this seem more like a teacher? Pro would be loads 250 or 300 or 500?
