I know its Italian...because just behind the top foot it faintly says "made in italy",so i'm not being clever

It very possibly be by Bitossi for Raymor - the numbers are similar to those on Bitossi pieces, and Raymor sold to some retailers who didn't want the Bitossi name or country of origin on the items. The items carried a Raymor paper label instead.
It's an unusual piece, though. Might have been designed by Ettore Sottsass.
