Sgraffito vase with so many tulips you might think it's Dutch. Or not? Empty Sgraffito vase with so many tulips you might think it's Dutch. Or not?

Red clay. No marks except '3' at the bottom. There might even be a smaller '2' inscribed in the base. Just looking closer I'm quite sure of it.
Height: 14 cm.
When I bought it it was said to be German. I am not completely sure. Although the base looks like it.
Anybody any clue?
