Looks like Nora somebody.
I think the two handled enamel mug is a fairly standard item that someone has decided to decorate with surface enamel paint.

am guessing maybe a cartoon advertising loving cup... because i have seen one on ebay but made out of pottery and features felix the cat on this loving cup on ebay.
