That's a very messy base. The ribbon glass surface decoration reminds me of Gozo glass, but I can't believe they'd leave it like that. I'd say it's more likely to be made in China.

Are you sure that is a pontil mark?
Looks like a concave moulded base that was stuck down on something, using some for of glue or resin? (I'm not a "glass person"!

I agree, it looks like it's been attached to something, a base or stand at some point.
Rather looks like a tile when it's been pulled of a wall. The 'holes' are where the resin is left attached to the other surface.?

That's appalling. It looks like it stuck to the lehr and they sawed it off.
