The decoration method is known as "mishima" in Japanese, which means an inlay-like decoration in which impressed patterns are painted with a different coloured slip that is scraped from the higher surface when hard.
It's a time consuming way of decorating and hasn't caught on elsewhere so it is most likely from Japan.

Jenny Gilbert has a 'mishma' range, so it could be British studio pottery (this isn't one of hers though). Frustratingly I was watching a plate on ebay last month, with this sort of pattern, made by an English potter, but I deleted it. I'll try to find it again.
