From the clay type and the shape of the handle I'm thinking Germany. Whether or not it's by an amateur German I wouldn't like to say. If it was British, then, yes, probably an amateur.

even in germany this is an amateur piece...
looks like handicraft lessons in a normal school i think...
i had pottery for some week in school with an age of 12 to 13 if i remember correctly
i made myself a bong that time and it was even as heavy...
