It looks more like some sort of continental tourist ware, rather than by an amateur to me anyway.

well, it's not mine Happy
Olarte is a pottery workshop in Aveiro, owned by Vasco Branco a well known ceramist in the region. I don't know if it still exists.
I think this dish must be from the late 70's, early 80's.
