Would have thought it was for sending telegraphs. Either way they both use morse code .

I was thinking of Beeching, when this stuff was probably pulled out of the stations - assuming it is BR. TBH it would probably be marked as their property if it was, and I'd expect it to be a lot more robust. Probably just an enthusiast's piece of kit.
But it could be earlier. You can study it close up for signs of age better than me, so I'll leave that question to you.
