Haven't found anything online about who set it up or when. Maybe someone here knows about it.

That decorative style is very much the Jo Lester IOW decorative style. Its undoubtedly a pupil of his. Now there were several other potteries on the Isle of Wight operated by his pupils. Logically this is one of them crossing the Solent and operating in the New Forest area. Big tourist area, and all Jo Lester derived work was tourist ware.
