I'm no expert but it looks very similar to Royal Dux pottery? See attached

Another possibility is Roseville. I would guess a 1920s-40s date.

After looking at a few examples of Roseville Lamps I would tend to agree with that line of thought. The top fixings on a few look very similar. Don't think Royal Dux would have added a metal base to theirs?
