Looks like a potter imitating a wooden serving dish. It doesn't look factory made, or European, so possibly by a local potter.

We used to own a large and a small one, identical form of this, different glaze mix, made by Jaru in the mid to late 60's. My guess it is indeed Jaru. They did purchase items for resale from other local artists as well as producing their own work in southern California.
