arts & crafts matte glazed vase w/ numbers mark

This is a nice 11 1/2 inch matte glaze vase marked on bottom with only numbers.
I was wondering if anyone knows who made it.  I've checked with a Dutch friend who knows his European pottery and he doesn't think it is, he thinks it's American or at least doesn't recognize it as European. I thought it might be by the stylized numbers.

I've thought of the possibility of it being early Redwing or Rumrill, does that seem right to anyone? The glaze, form, and the style of the numbers make me think it could be.

Looks Euro to me. The foot style does not look at all American. The style and the numbers seem consistent with a lot of pieces I have seen identified as Belgian from the A/C period.

I'm on my iPad and can't see the pictures all that clearly...is that a continental 7?

Looks like 403 to me.

Check out old Roseville pottery. They made so many styles and shapes and much of it was just hand numbered.
