I have no idea what this could be used for Could it be a part of something bigger?

It does look like something intended for catching liquid, not sure about Arabic lettering though. Even if it was Arabic, I wouldn't expect that its purpose would be blood collection. Blood is kind of impure, they don't eat black pudding neither, I don't see a reason why anyone in Arab country would collect it

Yes, it could be - the wick would lay up the 'spout'. Just to throw it out there, may be Tibetan?

Great suggestion guys, I have seen similar ceramic open oil lamps, it does make sense.
I will have to try identify the language though, thanks Naomi, I will try to find some examples of writing from that region and compare.
