Green glazed vase Empty Green glazed vase

Could you please try to id this green glazed vase with brass embellishments around the rim and foot. Looks African or Middle East to me. There is a clear painted signature on the base. Looks like it is painted in dripping blood. Any information or ideas would be appreciated.
