Is that felt on the base? If so I'd remove it and check for marks.
If it's a soft white earthenware I'd look around Portugal-Italy areas.

I've seen a few heads that were made in Italy in the 60-70s for ladies shop displays - hats & wigs. (they may still be making them). This looks the sort of thing that would have been sold to gents outfitters. It may explain the scuffing round the brow ridge.

Then it is mostly likely for the kind of use that Naomi says. If it had been solid then it could have been a sculptor's plaster cast.
It is stylish and really the price, if you did sell it, would depend on that rather than where it was made.

thanks studio pots, got a friend who owns a vintage clothing shop so i might sell it to him
