Large vase with lug handles - American? Empty Large vase with lug handles - American?

Heavy-weight pot with three lug handles and three black-brown glazed panels with sgraffito lines.
13" high, 7" wide.
Two stamps on the foot rim - circle within a square, and numbers 08G or 980 (possibly 1980).

The shape doesn't strike me as being English.
With the dimples and lugs it looks more like Belgium, possibly. Or even American, due to their love of date-stamping their pots.
