stylised teapot, PL mark? help appreciated!

I found this lovely thing the other day and like it a lot...I think it's a teapot? there are two holes in the top and the little conical lid feature is just decorative.  It has a lovely fine handle.  The mark on the base reads to me as PL.  I have found references to Peta Larson and Peter Lane, but neither of the styles seem to match.  Can anyone help with the maker and the purpose of this item?
