sgraffito terracotta pot

can anyone help id this interesting pot? about 10 inches tall. The decoration is incised/sgraffito through a layer of red.  It looks like the neck may have been been cut or ground down in the past.  No sign of makers mark and my own feeling is American/Mexico or perhaps Mediterranean?  But it's way outside my comfort zone.
