Small sugar bowl or cup, European? Empty Small sugar bowl or cup, European?

Small bowl or cup. When I saw it I assumed it was Purbeck but that isn't the right mark. It was with a couple of Continental vases so I suspect it's European.
Seems to have a head wearing a pointy hat, or a tree mark, as well as a signature. Mc....?
