festive cup Empty festive cup

Hello, Can someone please tell me if this is a mint julep festive cup? It was difficult to photograph, but "FA LA LA LA" is inscribed around the circumference! (see photos!).  There are no marks that I could see! Any assistance with this query would be greatly appreciated! Thank you! David.
