hand painted studio art portrait plate

on this plate as a motiv a in my opinion a high quality painted portrait. Unfortunately this piece is not signed or if these two spots on the backside is one, the signature in not readable.
Anyway, this piece should be recognizable, when somebody have seen one piece of this artist before, i guess.
