I guess you'd call it fluting, but I can't work out if the sides are carved or paddled. They are gently curved.

Looks to have age and probably 1970s. The elongated foot is unusual and makes the vase look like a flower, which may have been the intention.

You would certainly need to have experience to make the bowl in that manner but the added foot spoils it for me.
