Possibly a one off piece. Any help please

Hi, I unpacked this today, never been sure what it is since I bought it. I thought it might be a one off commission piece but I am not sure.
The top suggests a cigar ashtray because of it's size which is a diameter of 5 inches with four dips in the rim. The height is 3 inches.
Around the body there are some inscribed numbers and an applied panel. The Panel has the letters atp and the numbers are 0462-31161 ???
The mark below the panel is 4 dots within two lines. I have spent time looking for the mark and the nearest I can get is Phil Rogers, but there are no initials.

There's a Richard Brooks and a Michael Cohen with similar cross marks.
As for the letters and numbers, I suspect it was made for a company and that's their phone number.
