Mystery art pottery vase by "LOU"?

This vase appears to be wheel thrown with an incised branch motif.
Size: approx. 5-1/4" (108 mm) High x 6-1/2" (165 mm) Diameter with a 3-1/2" (89 mm) Diameter opening.
Clay & glaze: appeared to be white with a matte ivory glaze that turns to a light celadon green in some areas. The carved design has a cobalt blue glaze.
Origin: unknown
Vintage: unknown
Maker: unknown, appears to be signed "lou".
I've collected art pottery for years but I'm not familiar with this potter. I love the piece and would be thrilled if anyone has any ideas on who made it, when it was made, where it was made, where I can find pieces by the same artist, etc.

looks like an amateur piece to me so almost impossible to track down the maker

There's a different style of marking in the US so it could be a local studio potter. I'm not familiar with US marks but you could try the Marks Project
