Vintage Art Vase? - Dutch? German? Empty Vintage Art Vase? - Dutch? German?

I've had this a while, bought from a charity shop. I thought it would be easy to id but keep searching, then giving up. Please could I have some help.
There's no mark, it's 12cm tall and 17cm at it's widest.
