It looks like wax resist decoration that hasn't worked too well but I understand it isn't easy. The foot also suggests to me that it's someone learning to pot and they may well have mastered it later.

The lines are a bit too narrow for wax resist, although they may have been made with a wax pencil. There are a few potters who do similar sgraffito decoration around their yunomis based on Japanese decoration.

sgraffito is scratched decoration whereas this looks like the glaze has been prevented from getting a fix
