Looks like a converted Jackfield (or Jackfield-style) Pottery candlestick. Both Whieldon and Wedgwood made versions of this japanned wear so maybe the W refers to one. Almost certainly 1800s (vague, I know, but they made this type of stuff for a loooong time).
