It's a traditional folkware from Europe or the Middle East, albeit possibly mid-20thCentury or later; difficult to date from photos. Possibly Spanish or Moroccan

It's Morrocan no doubt.
The mark underneath is the town or origin in Islamic script. Most commonly you see the name Fes. Unless you have a family connection that proves age or real visible signs of wear rather than the faked distressing they often do on Islamic pottery copies. Then its very new. Quality can vary a lot on these plates. They are used for serving food or display. They are good value for the size but not rare. A lot of larger markets in the UK will have a display for people to select from.

look out for ones with red 'pastils stuck on them , do not remove, these are older ones and the reason for the pastils remains a mystery
