It looks like "Barbotine" ware, probably continental.

Funnily I have always called it Impasto. Doulton made it (they always signed), so did Watcombe and several others in the UK. But its was also produced in reasonable numbers in Europe particularly the Low countries and France. As Denby said yours is probably continental. Last 19th century 1880-1890.
