I cant help ID it but had a very similar one (until I broke it). The internal decoration was mirrored around the foot giving a sunflower effect. Unlike yours glaze covered the base. I've always understood Leaper signed everything, but you never know. There was a mid century American potter I came across whos name escapes me for the moment who produced many of these types of bowls with similar decoration. Will look him up

Almost Ruskin glaze colours.
Similar to Sibley also.

Gorgeous glaze, reminds me a little of Shelley, though I know its not. It does have a Ruskinesque look to it.

Frank Moreno (California) was the name which escaped me yesterday, but think his are marked. The red clay and Leaper have been niggling me as I've only seen and owned his work in white clay. Perhaps somebody out there can confirm if Leaper did use clays of both colours?

Dan is our expert on Leaper, but I think it was all white clay,
This looks like dark Terracotta, which is why I said Sibley.
Of course the Torquay potteries, and Brannam also used similar clay.

not Leaper in my opinion
I had one by the same potter for many years and never did find who made it
