They look like chalkware, often made by Brentleigh. Trying to be diplomatic, they tended to be at the cheapest end of the ceramic market. To be fair, some of the 1920s and 1930s figures can be attractive and even some of the Deco inspired designs, but most, erm, weren't. Just don't leave them anywhere damp as the glaze tends to flake very easily!
