Id Limoges Vase marked and signed by author

I would like to identify this vase with lid, marked under the base and signed on the cover by the author / artist.
I can not understand what the first and last name ... T ....? Hungaro?
I need your help to identify the artist's signature and to date the vase and its origin.

This would be called an urn. I think the decoration is decals, with maybe the gold stripe, finial, and jewels put on by hand. There's no guarantee it has ever been near Limoges. Just my opinion.
