Small Pin Dish "Lowe" Empty Small Pin Dish "Lowe"

Lovely looking and expertly made pin dish but can't find any info on "Lowe" in the book and i'm pretty sure it's not Gracie Lowe as her mark is a strange GL mark..

Is it familiar to anyone??
