It is made in Soviet Bulgaria, Sofia. Translation goes: ХПТПК - according to my very quick and superficial search it is an enterprise established in 1948 specialising in producing and promoting Bulgarian Folk Art Souvenirs.
Then - Bulgarian Folk Art, Sofia, then - item No, price and quality.

Sorry, the link might look messy because of the Cyrillic. I can see they are still going, but the label if def 1970s or early 1980s before the Berlin wall came down.
