Picture frame - silver? Empty Picture frame - silver?

Anyone recognise this mark?  I'm assuming if it is silver,  it's not English. The back insert of the frame is made from wood, is good quality craftsmanship and marked M&ER. The silver mark is on the side of the frame.
Any information appreciated as always.
