English? ceramic plate butterflies, Chinese faces

It’s hard to tell but all the decoration may all be overglaze.
Impressed mark is W1 4a or W1 4at and painted mark looks like Chinese style eyes perhaps.
Plate with impressed mark itself looks to be 1880- 1920 perhaps.
Would it have been an artist buying blanks and painting them for sale?
Any ideas appreciated
