Hi think it may be by TAMS, but not sure thats just a gut call, but the hand painted decoration makes me think of Midwinter, will need investigating x

Ah ha I nearly said Tams as well - just trawing through a thousand J G Meakins as not an Alfred at the mo...then onto Tams

Thea shape of the handle is distinctive.
Not Midwinter, just checked the Broadhurst book, not that either.
The cup shape was common in the 50s/60s, stackable, so maybe
hotel or catering ware, possibly why it's unmarked.
Try Washington, Barker bros, Johnson bros etc etc.
