A bit difficult, unless there are any impressed marks (often tiny).
Viola is the pattern, and will be from the 19thC.

There are initials W & B in the scroll underneath. I thought maybe Wood & Bowers but I cannot identify catergorically.

Sorry, silly me, I missed that!
It could be Wood & Bowers, Wood & Baggaley or Wood & Brownfield,
All 19th C Staffordshire potteries.
Wood & Bowers were only in operation for 1 year.
I've got an idea that flow blue was later 19thC, so would probably go with Wood & Brownfield.
