Its got to be modern. Ukraine has only been an Independent country for 30 years, and the USSR never let the provinces use their separate names. Looks like mass produced popular Ware Nationalist costume or such like.

Maybe Gorodnitsa Porcelain? Seems they made some similar USSR stamped figurines. I would guess they changed it to Ukraine after the fall of communism
