I think it’s 19thC Japanese but I’ve not come across a base like that either. A lot of common 19thC Japanese pieces are transfer printed where as this looks hand decorated. But there was also a lot of copying back and forth between China and Japan so it may be Chinese. On Japanese pieces I’d expect to see stilt marks, so this ring on the base maybe the Chinese way of supporting the bowl without stilts during firing

Thank you. It’s hand painted, well done but v. damaged. I need to get to know the basics of Chinese and Japanese pottery!
