Yes, it’s a modern decorator’s piece. The mark will either say the company and country, or the kiln and province, or be a copy of a dynasty mark.

Generally with oriental pieces throughout the centuries marks are a very poor indication of where or when a piece was made.
In the West we would call it forgery the way that marks are used but in the East it is said to be a "homage" to the original but to my mind is a forgery or a reproduction just the same.

It says Da Qing Qianlong. You have to rotate it so the character that looks like a stick man is at the top right corner.
