It is made from an inexpensive clay body and the detail of the mould is poor, as is the decoration. Therefore I suspect it might have had a "Made in ......" label on it and nothing more when it was new.
Basically an inexpensive import of the time that not even the maker wanted you to know that they were responsible.
That all might sound harsh but I can't see the point in pretending, which often happens when people take items to experts and auction houses for an opinion.
