I think it’s North / Eastern European. Similar clay and glaze used in Normandy, Germany, Hungary etc.
I can’t see the chip. It depends how big the it is, and how old the item is. A little glaze chip isn’t going to affect it too much, whereas a chip that includes some of the clay will have a bigger effect. But if it’s old, then collectors expect some degree of wear on it. But if it’s new then Collectors are likely to wait for a perfect piece to turn up

I think it might have a bit of age i.e. mid 20th century but that still makes it "modern" and so of little value.
