Water colour? Empty Water colour?

Hi
Had this a couple of years, keep looking at it and putting it away.
I'm assuming it's a watercolour.
Plenty of evidence as to who painted it but who were/are they?
And do you think that is a personalised message on the back or do some just write stuff?
The 17x25 is the size in cm.

There’s a lot of tourist artwork around. The most common types are the Paris and Spanish street scenes; Asian/Indonesian sea/river & boat scenes; and South/Central American village scenes. Plus the Western mountain and forest scenes. . They are painted to a formula; hands and faces are the most difficult to paint so figures are either absent or seen from a distance.
