The OCC is a US Treasury bureau that regulates banks and so-on. The stenciled information also suggests governmental/military so possibly from a government office.
FSN may be Federal Stock/Store Number.

My pleasure, Yin. The info is not necessarily correct but two things point to a government connection. The first is the stenciling itself - it's a standard way of marking government property in a clear and easy to read format, and the second is that nowhere outside of governmental administrations are items described in such an odd way as 'chair, straight'. Anybody else would call it a 'straight chair' or similar, but bureaucrats have a style of their own.
If goverments designed labels for food tins you'd see things like cans of 'Beans:Baked. In Sauce:Tomato'.
