I moved it to ID.
The impressed numbers are probably the date 10/29, which would also fit
stylistically.
Could there be a feint impressed manufacurer's mark somewhere? otherwise
it could take some time to track down, as many Staffordshire potteries made
these types of wares at this time.

The impressed date marks and the font of the Tivoli Hand Painted reminded me of A. J. Wilkinson but it might have been used by other similar potteries in Stoke during the late 1920s.

Following on from studio-pots suggestion, Wood and Sons was another Stoke pottery that used a similar font and impressed numbers.
