Hungarian folkware, I believe. I don’t speak the language but I’d guess it’s a famous poem or speech. More info here

If that was a similar item from the UK it would be be very collectable. It has charm. Not got the foggiest about European

I was able to find this website with some other examples. And some information on time period. Some of the text is also given which allows one to copy it to be translated. I have not found a match to mine, but at least know I know what it is.
