TRIBAL CATAPULT? Empty TRIBAL CATAPULT?

Thought this might be a catapult, but the 'legs' seem a bit close together to fire anything through... It does feel quite good in the hand with fingers fitting within notches on handle end. Anyone know if it is a catapult or something else? If tribal, which region? The piece has a total length of 9 1/2". Thanks
